MP4245GVE-0000 VIN=12M EN=2.1V 上电后 没有I2C 发送命令情况下，VCC 有5.0V 电压吗？ 另外 在输入VIN=4.5V EN=2.1V 时 VCC 电压是多少

MP4245GVE-0000 VIN=12V EN=2.1V时，有VCC电压，大概5.25V。如果此时VCC电压没有，可以检查焊接/原理图PCB是否接错/芯片来源。

Start-Up Timing for USB PD Applications
If the EN pin is high, the MP4245 powers up
VCC, but the default I2C operation bit
(OPERATION) is set to off for the MP4245-0000.
When a sink device is plugged in, the PD
controller sends the I2C a command to set
OPERATION to on.
这段话该怎么理解： 是指 Vcc off 还是 Vout off
